Iraq Security Landscape – 2nd May 2025

Arrest of ISIS Member Linked to International Terror Attack

Iraqi authorities recently detained a suspected ISIS operative believed to have incited the January 1 terrorist attack on Bourbon Street in New Orleans, which resulted in 14 fatalities and numerous injuries. The individual is reportedly part of ISIS's external operations office and was apprehended based on information from Iraq's Supreme Judicial Council.

The Government of Iraq and the Armed Forces have made huge efforts to combat terrorism along with a commitment to international security cooperation. However, the arrest serves as a reminder of the persistent threat posed by extremist groups, operations against ISIS are frequent as the remaining cells are eliminated, though the group poses a low threat in there present form.

Drone Attacks in the Kurdistan Region

In the past week, two drone attacks in northern Iraq's Kurdistan region injured five Kurdish security personnel. The Kurdistan Workers' Party (PKK) claimed responsibility for these attacks, which targeted Peshmerga bases in Dohuk province.

As Drones are used more frequently worldwide, Al Zaeem see the importance of comprehensive security strategies to protect personnel and infrastructure. Companies operating in these regions must assess the risks and implement measures to safeguard their operations against Drone threats. Whilst foreign companies are not the current target or factions or the PKK the situation in Iraq is precarious and regional events in Iran, Syria and Israel can flip the switch. Counter Drone strategies are therefore a most when planning operations.

Rehabilitation of Oil Infrastructure Through Syria

Iraq recently dispatched a delegation to Damascus to assess the potential restoration of an oil pipeline that once carried Iraqi crude through Syria to Mediterranean ports.

While this development presents opportunities for increased oil exports, it also introduces new security considerations. The regions through which the pipeline would pass have experienced instability, and ensuring the safety of this infrastructure will be paramount, likewise, the relationship of those in the higher echelons of Government with the new Syrian Regime is another flash point. The views of the factions need to be monitored closely.

Implications for the Oil and Gas Sector

Three quite different events, which for companies in the oil and gas sector, they reinforce the necessity of:

Regularly evaluating the security environment to identify potential threats to operations.

The need to implement both static and mobile security solutions to protect personnel and assets.

The requirement of monitoring geopolitical developments in operational and investment decisions.
